If someone dont know how to became Idolized in NCR he should follow this instruction:
1. You going to clinic near bar in the inner part of the town.
2. There you have to sell some weapons or ammo to doc (it will rise your karma).
3. You need to rise your karma in that way to 1000.
4. When you have 1k karma in NCR, then you have to join BOS faction to rise your Krama above 1501
5. Since now you are lucky and you are idolized in NCR.

You need to be Liked to make it so Idolized people can't shoot you without guards reacting.

Another tip: keep your character logged in so your rep won't go down. Oh and you can kill anyone with 1501 rep in NCR, without even guards reacting.

Developers should change it because normal player can be "president"or... DICTATOR like... you know...

What? If you attack someone with ANY reputation when you are not idolized, you die. If you attack someone with 900+ reputation when you are idolized, you die.
Of course only, if they are protected. You can attack unprotected people without guards reacting, and their reputation doesn't matter. You can loose protection by stealing, and then you also loose 25 rep, you can loose protection by attacking(if idolized, so guards dont kill you), and then you loose 100 rep.
