Ok like we all know if you have CH of 1 most of the traders dont even want to talk to you. Imho its kinda stupid and unrealistic. I mean in the real world no trader would deny to trade with you at all. For traders it doesnt matter if you are ugly or not as long as you have the money. So here is the sugsestion:
Low Charisma should not affect the ability to trade at all but reflect on the prices the trader make to you. For example:
CH 1 = If u buy an item you have to pay base price + 20%, If you sell item you get base price of the item (depends on item condition) - 20%
CH 2 = If u buy an item you have to pay base price + 10%, If you sell item you get base price of the item (depends on item condition) - 10%
CH 3 = If u buy an item you have to pay base price + 0%, If you sell item you get base price of the item (depends on item condition) - 0%
For all CH > 3 its 0%, here it depends on the barter skill?

Lemme tell you a story. Once upon a time devs noticed that players prefer to make cha1 builds to maximize their pvp efficiency. Devs in their eternal wisdom decided to nerf cha1 so that you can't speak to most merchants. It lead to players adapting and making alts to trade for their cha1 combat builds.
So in the end, that change didn't lead to the desired result but it wasn't reverted.

as long as he can pay the stuff he want i wouldnt care, seriously for traders its all about money and profit and not how u smell. And that would be a great deal for them with CH1 chars.

No it's not. Why? Take a look:

Combat builds got charisma 1 but they don't shop. Barter builds do and they got cha >3. So in the end this suggestion wouldn't change much because it would just encourage players to use alts. Removing the cha1 requirement to shop would be okay though.

well i would shop with my combat build if i could. i still can trade with players so why not also be able to trade with npc? makes no sense. i have a lot of caps from private trades, but what to do with them?

Then they also can remove prof requirements or profs at all, because all you need is just relog on crafting alt. Again, it won't change anything. But they will never do that, because... don't know, ask them. The same about global chat and barter/speech timers, everything can be avoided/altered, but still, there are such useless features exist that only forces players to waste more time or make more effort to enjoy playing.
Why not make crafted items be able to used only by people who craft it? So non-repairmen/scientists will use only looted items from encounters or bought weapons from shops, if they have enough CH? Not realistic, "not logically in comparison to real life", damn. Our world will be destroyed or something even worse if they will implement that.
Don't want to craft? Then get some CH and/or barter skill, so you can buy weapons and be able use them.
Don't want both of it? Then do what you can, shoot, shoot mobs on encounters and loot thier weapon, so you can use it.
Everything is clear, no alting, alts will be useless, but it's... strange and unrealistic.

It's not that hard to push "Register" button or just eat mentats, ok, mentats working as it should work, but character registration... avoiding alting is impossible, so why they don't make it simply useless?
This suggestion may be good, but still if you need good trade, there will be 3 CH alts, if you're too lazy or you simply don't care, then it'll save your time in real life, so yes, this is good suggestion.

well i think most of the people need to stop in thinking of that "i am in a faction" bullshit. Everything on this game goes just about faction faction faction. How the hell do u use alts if you are not a memeber of a faction? If you have no place to store the items where all your alts have access to it? Even if i had an other alt for trading, so what? i buy item which my other char needs, now how do i give it to him? right i need to store it somewhere inside a guarded town in the farest corner, wait 10 minutes untill i can relog and hope that noone found that item before i can get back with my ch1 alt and pick it up.
Pleeeaseee, just make this game enjoyable for loners to.

Because players haven't bothered to notify devs about it enough. People just adapt and think the game is finished instead of putting their ego at risk and actually *gasp* report something.

Some people forget that the game is still in beta, even tho it says when you start the game ::)
I agree with removing the CH requirements (even tho I play a slaver so it doesn't bother me, but unlike some people I do think about others)

It ain't that easy.
Making charisma (or barter) affect trading costs in multiplayer game don't do nice things.
Lowering costs of items at vendor will cause you to also recieve less value for you items, because if you would sell for old price and buy for lesser price, you could just keep trading until you ruin the trader. Adjusting your sell size is obvious option, it's nice, because you can gain much more for caps you earn other way. However, selling for caps is broken.
There are not much quests, so that players barelly to have worry about charisma when leveling.
In fact the only use of charisma is player party size - this is good tradeoff for other stats, however it does not really work nice with players.
I think charisma should improve player's capability in group and while leading group. Like increasing benefit from outdoorsman skill of other players and perhaps some UI advantages (eg. being able to see people locations out of line of sight or something in that fashion). That would make high charisma players extraordinaly useful in coordinating TC or even guiding small group of people when leveling. And it's nice for tactic gameplay as killing leaders will cut enemy from interesting advantages.
Why not just spam charisma players then? Because they'd just make mercs marginal, and they'll miss stats that power builds have.

Charisma is one of the Primary Statistics in the SPECIAL character system. It represents a combination of APPEARANCE and charm. A high Charisma is important for characters that want to influence people with words.
Also if you believe that inaccurate go to character creation and click on charisma.

lol. That's why they call it "factions mod". Btw you can always switch to TLA - it's not so friendly to players, but there you can really enjoy your loneliness (no CHA reqs, no lvl cap, heaven for a munchkin).

well i have a better suggestion... ahmmmm.... lets finaly make this a true mmorpg and stop call it a faction mod? because it has very great potential to be a very great mmorpg but at the moment the development is too much faction orientated. i think its time to make this finally enjoyable to everyone, dont u think?

nothing awesome happend with 9 ch and 100% barter, same.
Having 200-300% of barter (not sure of exact value) will allow you to sell(and buy) anything to anyone for a full price - so you'll be able to sell ripper to doctor for 1200 caps (doctors almost always have cash), not for 12 caps (as it is when your barter skill is at 4%)

A: I don't think the CH req's are that bad, it allows you to trade, and lead small hunting groups for grinding. unless you're making a team based power build for gang PvP, it doesn't seem that much of a problem. and if you're in a gang you're going to have alts anyway.
B: If you want to stop alting folks, start begging for a account registry system, that gives out special CD key type passwords.
C: Alts aren't always a bad thing, no one wants to be the helpless guy with all the shiny stuff ready to be ganked and looted all the time, so alts help to make the server seem more lively, since you see people mining, and working that otherwise look like civilians, it does help the feel of the server in that way.

Actually alts make it less lively because players don't have to ask favours from each other when they are self-sufficient.
