Title: Wasteland Band Quest

Recently when I was in the Hub, I found a guy in the Maltese Falcon who offered a quest called "Wasteland Band". I have to go to Junktown to find a man named Ronnie in the Skum Pit. I have gone there several times while the quest is active and there is no one there! I googled the quest and checked the wiki and there was nothing about the quest or characters involved. Can someone please help?

look near the skum pitt too....not just inside..

He's in The Harp.  All the dudes for this quest hang out at the bars.
