Shout can performed on any place on map and will be heard anywhere (Only difference is that you can see who is shouting, when your character have him in fov). That feature have some flaws:
- firstly its not real to shout that way (did you ever saw someone shouting through all city? or at least one alley? Come on, for such ranges you have radios to communicate).
- secondly it is possible to flood using shout feature
So there goes my suggestion: shouting should have range - lets say somewhere between 80 and 100 hexes. Since whisper have such feature included (being able to see it only when your character is in range) I bet that it shouldnt be hard thing to make same for shout (unless its all hardcoded :)).

Oh there is another thing regarding shouting (and speaking) is that: everything that you write while being on sneak should be "downgraded" to whisper.
This doesnt need any explanation why :).

It should stay area wide for encounters, and it would be more usefull if shouts were signed with the player name.

I think the shouting as it is now adds greatly to the fonline atmosphere.

For normal talking I agree.
But shouting requires /s which makes it a deliberate action.
Therefore it should break sneaking.

IIRC there is already a max range to hear shout, no?

Agreed to both skejwen´s suggestions. To make things interesting, max shouting distance should be derived from a skills/SPECIAL ( speech ? )

I suggest that radio talk should work without problem with sneak (so only talk and shout should be changed to whisper)

i agree with this suggestion, but i think the hearing range should be determined by player perception, some like 40 + PE*6.
