Throwing Knife range should be 16 according to the Wiki, and minimum strength should be 3. However when I use Throwing Knives my range is only 9. Do I need more than 3 strength?
Also, is tagging Sneak a good idea? Or would I just be stronger with a non-sneak throwing character?
How can I improve this build?

The max range of throwing is 3 * ST, so you need 6 ST to have 16 hex range with knives, or 4 ST and Heave Ho! perk. Tagging sneak with 7 IN is not a good idea, you won't have enough skill points to make good sneak build.

Would be better? I need LK 6 for Toughness. I wish I could remove a point from LK though.

Better take 5 ST (or 3 ST + Heave ho!), 1 hex won't make much difference and only knives have 16 hex range anyway. Grenades have 15.

Yea if you want a sneaking thrower this one will be a lot better. You really need high IN to make sneak build.
Or you can modify your build to do criticals with throwing knives not fast shooter. Then 6 LK would be more useful.
