Title: Armorer 3: Bugged or am I doing it wrong?

Stats: I have 7 strength and 180 repair (hard to tell in the screenshot)

My dilemma: but I can't seem to get armorer 3

Did I get the required stats wrong or is this a bug?

Yes I have armorer 2.

Do you happen to have 4500 caps?

Yes you can see them in the screen shot where I'm talking to Jenna.

I do indeed have Gunsmith: BG 2. Is that a problem?

Yes, you can only have 4 profession levels total.
