Main skills:
230% Steal - for stealing and 'planting' bombs
249% Lockpick - locking and unlocking
155% SG - fast lvling up, economic and minor anti-pk - h&k caws, pancor, p90 or assault rifle [ext.]
5 strength for carry weight and min str requirements for rifles
5 perception for awareness - information is power
6 endurance for hp, small amount of hp's is the big downside
3 charisma for practical reasons - shops + party members
10 intelligence for max skill points
10 agility for lots of AP in TB combat and max skill boost
1 luck unnecessary, but beware of followers of the Jinxed One !
Any opinions are highly welcome
(is steal high enough? is lockpick high enough with the +50 extended lockpick set?)

Steal is high enough. With pickpocket, failing is pretty rare. I have actually tested stealing with 230% and pickpocket, and it works just great.
I can't say anything about lockpicking since I haven't really used it.

249% lockpick is high enough for some things, but if you want to open the hardest containers or doors in The Glow or the Stranded Rust quest, you need 300% plus expanded lockpicks.
