Title: Unlootable trader with caps in encounter.

Because there are traders in towns who respawn caps too slow for amount of players online, it would be nice to have encounter with trader that has caps but you can't loot or steal from him.
Your opinions?

there should be added real caravans with random stuff, not only caps
