Title: AI waits

When the AI doesn't know what to do it simply waits out it's turn instead of ending it's turn which is not so much tedious for players (although this has happened to me with over 10 npc's waiting through their turns and that was tedious) as it is dangerous. when I'm standing in one location for that long in the waste I start to worry. I hope this is a straight forward fix because its really starting to get in the way of the game.
