The idea is to remove current function of books - crafting tool (it's useless feature IMHO, if you have a base you buy a book once and you keep it forever, it just serves as an annoyance item) and make it work similar to drugs but for skills (which is also more similar to original Fallout function) - a temporary boost of a specific skill. It could help create more balanced characters, who can for example repair a car if they go to library and buy a book, or you are going to take a long journey so you read outdoorsman book.
The new function could be for example:
Guns and Bullets: +10% Small Guns / big guns / energy for 1 hour
Big Book of Science: +30% Science for 1 hour
Deans Electronics +30% Repair for 1 hour
First Aid Book: +15% FA / Doc for 1 hour
Scout Handbook: +30% Outdoorsman for 1 hour
Chemistry Journals: +15% Traps / Science for 1 hour
Of course after you read a book it should disappear. Books for other skills could be added too.

Hey, I always eat books after reading them...
Hmm, idea is ok I guess. But then books should be a little more common.
Or they boost skill if you keep in active hand slot - would work like tool. So PvP players wouldn't use 'guns and bullets' like drug all the time ;p

It would work like drugs and drugs doesn't sum up.

but there are items like this already (for some skills), so no need to duplicate them.

Correct, but my idea is you would still need 180% to craft armorer 3 armors, so you would have to buy books to craft combat armors etc if you don't have 180% repair. This way you could craft some better items earlier (on lower levels) or with less specialized chars, but at additional cost. People who create alts only to craft items for their combat builds or for sale would probably prefer to get these 2 levels more instead of buying books constantly. So I think it would really benefit the most people who have "multipurpose" characters in mind, not powerbuilds like MeganFox is trying to suggest.

Yeah they need to have some kind of use. This seems most logical since I know there won't be permanent skill books.
And this may sound crazy, but if this is the case, maybe there could be an abandoned printing press that you could bring a holodisk with the book's information, paper, and some kind of mechanical piece to print whatever book you brought in. Obviously more difficult than I explained it, but it would be another way to make money from players.
