well, seeming it's over 300 years ago when the vaults were introduced
and it's logic not everyone was a vault dweller in the beginning
why not introduce backgrounds, each with they pro's and cons for ex.
vault dweller: bonus to science & energy, penalty to outdoorsman, barter
hunter/trapper: bonus to outdoorsman, traps, penalty to big guns etc
even the special system could be involved, it makes sense a vault dweller is smater than it's city counterpart, although lesser endurance

It's a MMO, you roleplay your character. Come up with your own background. :P

To me, this is what traits are for. They just need to be reworked so someone might somewhere consider Fast Metabolism.

Well, in fact, exactly this are traits. In Fallout it's just not written out with a nice text like in Arcanum, as example.
