Herdsmen could sell Brahmin Hides. These should not be present in his inventory, but you could get them via dialogue, and they should always be available. The dialogue could be something like this:
Player: I was wondering if you had any brahmin hides on sale.
Herdsman: Sure thing! How many are you willing to buy?
Player: [can now choose to buy, say, one, two, five or ten hides]
The price should be a bit more expensive, like 120 or even 150 caps. Because, if you knew you will always be able to get them for 100 caps, you would never buy hides from a Player, unless they sell them for less than 100 caps but it might not be an attractive business.
EDIT: Giving a better answer to Michaelh139's critic, caps spent on hides should go to the herdsman's inventory. This way, those caps would still exist in the game world instead of dissapearing, otherwise caps would become even harder to get.

150 you mean? you might be right, perhaps 200 is good, considering the newbie would stay protected in a guarded town and all, so he can make enough money. And by the time he gets the 10th hide he would have more xp.

Please tell me the caps would be going somewhere, cus this looks like just another caps dump to me and they're hard enough to find already.

This would completely ruin those that hunt brahmins and sell their hides. Why would someone buy large quantities of skins from a player when he could just go to the NPC? I don't like that. First you want to have player-driven economy and then you say NPCs should sell infinite amounts of hides. And don't give me the price bullshit because 100 caps difference for a big gang is nothing.

Oh, and did I say that this way it would not be a pain in the ass for newbies to try to get 10 fucking hides for their first tent? Which is in my opinion a problem with the same degree of importance as the cap problem.

The problem is with Brahmins around biggest towns. I remember few wipes ago it was easy to go hunt some cows around NCR but now there are BARELY any. What's the reason for this? Just add more cows around the cities.

Brahmins around town are rare, but even if they weren't so hard to find, there would be more PKs wandering around to see if they can kill one n00b with a few hides.
And why there should be more cowns outside the city than inside? People from that town would like to go get those cowns inside because it would be better for their economy.
And if the hides selling business was oh so important for Players, you would see more Players selling them and the newbie would not have to "bother looking for player that sells 100 hides" (by the way, 100 hides?)
I don't want to ruin that business, I just want to make it easier to get the damn tent and start playing the game for real.

Well... if hides could be for about 150-200 caps and their number would be limited (i.e. max 10, +1 per hour) then it wouldn't be a bad idea.

That would be solved simple. Like one char can buy only 10 hides till certain level and nothing more. But it would greatly improve noob familiarization of game. I would appreciate this feature.

why limit them? once you have a tent there's no reason to get hides anymore, leather armor is worthless.

Why You people think that brahmin hides should be hard to obtain? They are used ONLY for tents (which should be one of the most basic things for newbies), water bags (everyone use them all the time, yea?!), leather jackets (powerfull armor, indeed!) and lockpicks!

Second, leather jacket IS useful armor at least for PvE
Finally, the scarcity of caps is the only thing that prevents total collapse of economy these days.

I thought this was a multiplayer game where we should buy stuff from players. Players want caps, they will sell hides for caps. It's just we lack the good means to unite supply and demand. Providers have to resort in irc and forum to get their sales public.

I support that. Id rather see as much brahmins as Unity Patrols - scattered all across the map, not only in some places

getting hides without help in low levels is a really hard work. brahmins are rare around Hub (tgere are more pks than brahmins actually) you find 2 or maximum 3 in an encounter, if you are lucky. even if you get a few hides, you have to carry them with you wherever you go unlike caps, because you dont have a tent to stack them. so you will probably lose them in an encounter or someone will steal them from you. and you may have to start from the beginning. so a herdsman could sell you 10 brahmin hides after a special quest. this quest cannot be repeated, like Den who needs a shovel in Hub and gives a hammer or hetchet in return.
