I know he's the owner of The Skum Pitt but I can't find him for ciggs.

Do you have to have a certain Charisma to notice him? Because I talked to everyone by the ring and none of them are Neal.

So I found Neal his name isn't listed on the NPC. Now the problem is he doesn't talk, to anyone ever. Is this ab ug or has he been altered for some reason?

Is he "he seems to be busy, talk to him later"? Or something other?
Need to check that out later.
