Summer is over.
FIXES:
- Many.
FEATURES:
- Repairing cars requires tools and more skill than previously.
- Zooming is now possible by holding the Z key combined with using the scroll wheel on your mouse, or alternatively pressing page up/down.
- ~disbandparty away_team can be used to disband only party members that are outside of your current map (not location).
- Followers will now automatically reload their weapon while they are idle (this assumes they have spare ammo of course).
- Added active Vault City turrets.
- Be sure to visit the arena facility north-west of Hub.
- Having active Stealth Boy in one of active slots gives 60 sneak, while having active motion sensor (in an active slot) gives +2 Perception for the purpose of sneakers detection (it's not capped at 10).
- Get purple robes from the Children of the Cathedral.
- Four new quests (Lorraine in Audytum, Elmer at Necropolis watershed, Iguana Pete at he Hub, BoS Initiate trainer at lost Hills)
CHANGES (WIP):
- TC base countdown time has been changed to 15 minutes.
- Car prices adjusted, now works in a similar fashion to mercenary prices.
- Car left on the worldmap is visible only to its passengers.
- The travelling speed on the worldmap has been decreased.
- It's a lot easier to avoid encounters while in a car. Outdoorsman is not applied while in a car.
- Namecolorizing works only on players sharing the same faction.
- Picking up items from the ground while sneaked demands successful steal test. The weight is checked.
- Looting bodies while sneaked has 50% chance of desneaking.
- Looting containers and bodies by "take all" always desneaks.
- Sneak penalties based on fov: 135, 95, 55, 15 depending on direction.
- Widened the side drawbridges in Gunrunners stronghold, added antiblock to front drawbridge, guards will loot the bodies now.
- Reworked several drugs:
* Jet: +2 AP, -1 Ch, -2 Str, -15% DR
* Psycho: +15% DR, +1 Str, +1 En, -2 Pe
* Buffout: +2 Str, +2 En, -1 Ag
* Mentats: +2 Int, +2 Ch
* Beer: +5% DR, +1 Ch, -2 Pe
* Nukacola: +1 Ag
* Cigarettes: +1 Pe, -1 Ch
* Positive effects of the above drugs last 30 real minutes, after which time they subside with no negative effects, unless the player gets addicted. The addiction lasts for 1 real hour and reduces AP by 1.
* Only one dose of any addictive drug (or beer) is allowed at a time
- Armor Piercing ammo DT divider reduced from 5 to 3.
- Fast Shot trait works only with weapon modes that have aimed shot capability.
- Weapon changes:
* 10mm Pistol increased to 8-15 damage
* .223 Pistol increased to 25-30 damage
* Assault Rifle increased to 14-23 damage, increased to 12 shots per burst and magazine increased to hold the same number of bursts in normal and extended.
* 7.62mm Ammo increased to 12/10 damage mod
* 10mm JHP DR increased to +27
* FN FAL increased to 14-22 damage
* Combat Shotgun increased to 20-28 damage
* H&K CAWs increased to 6 shots per burst, magazine increased to 18
* Jackhammer increased to 20-31 damage, magazine increased to 15
* 10mm SMG increased to 8-15 damage
* p90c increased to 13-19 damage
* Tommy Gun increased to 12 shots per burst, magazine increased to 60
* Grease Gun increased to 12 shots per burst, magazine increased to 48
* Light Support Weapon increased to 22-37 damage
* Plasma Rifle range increased to 30
* Molotov Cocktail increased to 16-24 damage
* Frag Grenade increased to 5AP and 30-50 damage
* Flamer increased to 50-85 damage
* Improved Flamer increased to 70-125 damage
RECOMMENDATIONS:
- Update the game, make sure you receive the new DATs.
EXTRA NOTES:
- Any questions about GMs activity should be asked using overseer2238@gmail.com. The person operating this email (call him/her The Overseer) has access to all logs containing GM activity (logs are also more detailed now). He/she has been chosen from outside the GM team and his/her identity will remain unknown to anyone but the developers team. This email is now the only proper place for objections and inquiries concerning GMs.
- faction008.dat is deprecated at the time of this update. It can be safely deleted.
TO DO:
- Overhaul of the npc factions: Domination Wars, Factions Scenarios.
- Overhaul crafting to use Blueprints and fixed Workbenches
- Add an "Anti Crit" feature.

The update server is down, but will be available in short time.

No quests in New Reno as was said by some GMs.
No changes in NPC factions.
Update mostly focused on cars and small guns.
No improvements in armors.
Increasing dmg. will shorten even more fights (what most of us though it's not possible)

Drugs have now same good as bad sides, we'll see how it will be.

Really 5-10 damage? Wtf? with 1/1 adj. bullets, that weapon really useless, I better kick someone with my leg and untagged unarmed then shoot with this kind of gun.

p90 and .223 pistol is ok, assault rifle is my favourite gun from fallout1 so I'm happy, LSW... well yeah a bit faster fights, but 2 bursts in a row max don't forget. The same as 3 AP per burst with p90.
Edit: Oops, I mean 4 AP per burst from p90.

Thanks for updating, dev team. I see you did some major changes to cars, I hope they work better now with the changes. Only problem I can see is a Repair leader alt. But I guess I'll just have to try it out myself before complaining. ;)
Edit: Another problem I foresee is that people will spawn-suicide to get better respawn point more often.

Solar said that stuff wouldn't happen immediately and still need more development before they update it. Should be done soon, I hope.
Almost every "gun-type" weapon has been increased. What about Melee and Unarmed weapons? It seems like there is even less reason to pick an HtH build now.
As for drugs, 30 minutes wow. I like drugs. I can't wait to try this out.

I'm sad there isn't any updates in Faction Buying, and I don't see the point in the NameColorizing update. Now we just go by our memory, it won't really change anything for the better. But again... I'll test, then complain.

Not yet, it wasn't quite ready.
Should hopefully happen in the next week.

I thought movement on wold map was slowed for cars and not for players individually.... this is pretty slow now, for the loner player gettinw from the bottom to top of map will actually take over 5 min

My guess is, either custom interface (delete it), or wrong cache files (delete them all except default.cache .

I took off the Transparency mod and worked, but i had also taken fation008.dat as well.

Custom interfaces has to be updated, because GUI ini formats have changed. If you want to update your mod already, you can open dats in datexplorer or similar tool and check the ini yourself. If not, wait for instructions in tools board.

i reinstalled fonline from a fresh.... did update, but for some reason it doesnt download 008 dat... says everythings done updating, i launch game and it has blank black game screen, no buttons, i can only see fallout cursos

008 is deprecated. 94.23.237.127.2238.cache should be deleted before launching game first game after wipe, keep default.cache

WTF?! Does this mean that I will be able to put colors only to those who are in the same faction as I'm? Whats the meaning of this? I already know my teammates I don't need to see them in all colors of rainbow but I DO need that with my allies and enemies. Worst UI change ever made...
But other than this I'm glad to see some weapon tweaks finally. SG PvP here I come.

Wait, there were people who thought the assault rifle needed further buffing? I'm a bit confused by this. Anyone with a passing knowledge of firearms knows the FAL should deal more damage. It's not "realism", it's common fucking sense. Bigger bullet, bigger damage.
Also, given that you banned like 1000 accounts recently and there's been no update for almost 3 months, I'd consider this a "too little, too late" situation. But hey.

But what is the point of nerfing that aspect? What's the point of making it so we can't namecolorize by faction and organize who we know? It won't affect really PvP, as people just will just use their memory. Seems more like an inconvience than anything good.

Created an alt with 28% outdoorsman
Walking from VC to NCR, alt-tabbling to forum to write about how many encounters I got and speed, but I had to alt-tab back, because every damned pixel on map I have encounters and can't even type on forum'and'walk on world map as the same time, now I think we'll see difference between really low outdoorsman and mid outdoorsman because of walking speed.
*Sometimes I got encounter between every word I typed here, sometimes I couldn't write full word and got encounter already, I think it'll take ages to get from VC to NCR with not tagged outdoorsman.
Also it took around 10 minutes to write this and I still can't reach BH.

The reason is that anti-PKs should not be able to share their name colorizing of enemies, so the PKs have better chance of killing us because our rule is not to shoot people unless we know they are outlaws... now this is gone, finally the PKs can be liberated from the anti-PK oppression and rule the land...

I wouldn't have seen a problem with changing the MAX speed on the world map. It was pretty ridiculous with all the bus characters who would be able to, literally, go faster than a vertibird. But the BASE speed? Seriously, devs. Get a map, look at Southern California, and figure out how long it would take to walk city-to-city. Then take into account the ratio of real-time to game-time.

BRoF probably works like usually.
Fast Shot won't affect it, because you can't do aimed shots with grenades.

Yes, but it's not grenade, so you can throw knives and spears now faster with Fast Shot probably...

Why everywhere, it's only 1.5 square south from Hub and everywhere at Boneyard urban territory, they're remnants from Cathedral.
I can't only understand why Scavengers are mad enough to try to find junk and meet centaurs and master army... probably they're in great desperate and have no other choice.. even regulators won't help against bazookas and lather rifle of master army, and it's strange that Adytum still alive.

Don't say that you don't know what is wipe, and that you haven't registered your character, because all data been deleted.
If not, then... your character name and password really incorrect.

Also now it's off to fix a bug, so try a bit later.

Rollback was really hard,
My character rolled back on very much time, while all items saved before server went down.

Ok I am new to wipes. And I saw that someone mentioned access to pre-wipe items. Is it true that ALL the characters I worked on, all the gear I saved up and the money I had in my FLC bank is *poof* gone? Don't get me wrong there are some great strides in the right direction with this update. It's about time PK noobs can't lay newb traps with Cars anymore. I think the FN Fal, needs some work though cause it should be better than the Assault Rifle, or they should be switched on the crafting chart. All and all if I lost everything I will have to seriously consider whether I will play anymore, but some good changes.

ok i dont care about my lost item but ... the caraters was deleted too or it just for me??... This morning i have enter the game and i cant enter by no one of my caracters... also theyr names was free because i can register new caracter on the same names... I have a question: wipe means delete only items or caracters too??

Wait a minute! Did you just boost all SG and made all other weapons a pile of shit? Oh no, you made something like LSW and flamer damage higher... but who cares? You just made BGs require 1 more AP. Did you think about unarmed and melee? What about EW? I have a feeling that a AR can take down a minigunner (normal minigun, not avenger) using only burst. Come on! Oh well.... lets see the first TC and then I shall talk.

Wow, it seams that assault rifle is way better than minigun now. Almost same damage, ability to burst and aim, longer range and 2 bursts in a row without need of drugs (with BRoF) :o. I just dont understand why to take fast shot trait now. It is useles for tier 2 and 3 weapons and tier 0 and 1 weapons are too weak without aiming.
I only hope for big gunners that bozar is easy to get now.
Also how without namecolorizing can I separate thieves from PK or any faction member (from other factions) or myself in a big crowd? This file is useless more than fast shot now.
On the other hand it is good to implement more stuff like motion sensor and geiger conter. Inplementing looting-desneaking is great.
And I want to ask. Have been fixed bug with crafting cooldown? And is price of cars drasticly lowered if it is now more usefull for travel and too easily to loose like before?

They also made cars not able to be used as a newb trap. Which is nice. I have a question though, I just read the wiki for cars, and it doesn't say anything about lockpicking anymore. Says the only means to get the car is by key if this is true, I LOVE YOU GUYS!!!!!!!!!!!!

Custom interface bug. Delete your intrface folder or just rename it and it should fix it.

At level 1, unarmed at 82, strength 6, agility 10 I've got Snap Kick (3AP) and Power Kick, is this a bug a feature or a misplaced label?

Oh, and when I enter a random encounter I get a "punch" attack, but when I change the attack type the "punch" disappears. I should have got Strong Punch and Strong Kick and the wiki says Snap Kick is 4ap anyway http://www.fo2238.fodev.net/wiki/Unarmed
...and this Snap Kick of mine uses a punch animation.

Boost SG - good, its more realistic now, BG were overpowered way too much, ( but minigun and other BG weapons should require more ( 8 ) STR and more AP but should have defastating dmg imho )
Namecolorizing - again more realistic gameplay - but thiefs are gonna have much simpler life now
Drugs - good, no more overpowered PK apes
Still - alts and relog limitation - not good - it is simply workaround to weak in game economy system.
Quest - there should be much more quests and bigger reward's for them, also quests that can be taken by multiple players ( simple quests like kill all dogs from Boneyard would work perfectly for teams, kill something in cave's etc )
In the other hand, PvP is still lame, no tactics, just shoot first and kill or be killed - dev's should work on this very hard. Battles from Fallout Tactics ( where player can crouch and lie down ) imho Fonline should use this fighting system, ( does 3d models will allow to crouch etc? ) Boosting SG and other weapons without rebuilding tactics won't give any good effects.
Just my tought's about game:) GOOD work dev's.

No, it work only for single shots... for example with P90, single shot is 3 AP, but burst still 5 AP... I tried it...

HELL YEAH!!! Finally (improved flamer is even more powerfull than on TLA).... (the only reason why it won't be used in PvP now is that long animation)

I don't know what animation at TLA, but here it's very fast, like any other gun.

I just someone burnt a thief at NCR with flamer, animation was playing for like few frames, it like x10 times faster than original in Fallout1/2, I think it's faster than minigun burst, but I don't know if you can run instantly after animation ends.

Also molerats still die with 1 shot in the eyes means you'll see lots 21st level alts soon. =/

XP will be reworked so that critters give appropriate XP for their stats (using an equation to auto generate it).
Some comments on weapons made me smile :) I didn't just randomly change things without some idea of the overall picture. BGs are still consistantly higher damage than small guns (when you factor in the likely builds of the people using such things) they're just more equal.
... and FN FAL does do more damage than the AR on the whole.
XL70 and HPFA will be removed. Aiming for a quick update to rework the crafting and when I do the work on that I will remove them.
Animation speed should hopefully count for a lot less now there aren't people shooting things like miniguns 3 times in 3 seconds.
Also, about the complaint about features, the TODO list lists things which are under way, we just didn't delay the wipe to wait for these things. Domination Mode and Faction Scenarios are completely new ways to play and require lots of work, so a little patience ;)

both PKing and stalking are natural facts of the waste and I have no problem with either at the end of the day but why do we keep tipping the balance in one direction?

Also, I understand you're gonna keep the original Fallout 1&2 tradition that human and quasi-human npcs (those who can wield weapons and/or armor) give lower xp for killing than "monsters".

not necessarily, mercenaries give 400 xp, elronoligists give 350 each

Yea that's really annoying, they need to make traveling much faster or be able to have a choice where you spawn after you die.

lol this is funniest wipe so far for me.
All I can say is that dying will be faster, encounters harder and more frustrating because of high occurrence and slower speed. Wow. I just couldnt think of anything worse than raising damages of weapons while keeping the same HP levels or improving armors which would make the game longer in PvP and instant death free in random encounters like rogues, marauders, raiders...

Is there any shared exp system coming? where the xp you get is based on the damage you do? This would really and I mean really improve the gameplay, since
if two player fight a critter together they both get a deal of the xp making it much more fair and usseful to team up.

OMG this is fucked up, seriosly, every square has a wastelander encounter, now i got PKed and i was carrying lowtier shit (and it was expensive loss for me), jesus... its not just "harsh" wasteland now, but something like "enjoy yourself being a masochist". i do like new update but uhm... guys just PK all the damn time, its impossible now to move on map, btw anyone know if cars are now cheaper and stuff? are they any better for use now?

I don't know about cars but I do know that you don't get pked that much if you stay away from crowded areas. I bet you were walking around NCR am I right?

Cars should be cheaper, only visible for you if you stop in the wasteland and not lockpickable anymore. Plus you travel MUCH faster and safer with them of course.

Cars are cheaper now. Only visible to you and your party. I still have NOT gotten an answer about whether they are lockpickable or not. And they do allow for much faster travel. Also no word on how long they stay visible to the owner after having to be left somewhere.

Hey, I have great idea, slower creatures even more. Why they can't be 10-20% slower? On lags or with slower connection usually it's impossible to run away. Yesterday I died and lost shitloads of stuff because I was moonwalking due to server lag.

Delete your custom interface, and make sure you delete faction008.
Custom interfaces has to be updated, because GUI ini formats have changed. If you want to update your mod already, you can open dats in datexplorer or similar tool and check the ini yourself. If not, wait for instructions in tools board.

So, instead of adding weapons you are removing some. I don't like the ideea and don't get why weapons are removed from the game instead of just changing their stats. Also, my favourite PVE weapon, the assault rifle, was removed from crazies, that really sucks! I hope that crazies will have assault rifles again, that is my biggest complain, now there is no reason to hunt crazies no more. Map speed is hilarious, but makes the game harder and more realistic so I aprove that change.
One question: can a 1 ch character can use a car and take players with him now? If a car has 8 sits it would be normal to take 7 players with you, no matter what charisma you have.
LE: Did the cooldown for caravans has been removed? I think i meet 2 NCR Carvans in 3 minutes.

But being able to have more than 2 color to manage his contact was very nice (to not say "a need" for a big squad).
With a ingame color-choice interface, we could keep the management-freedom and avoid the outgame NameColorizing share at the same time.

Like someone said before, Big Factions will stay Big Factions, it won't change this aspect. They just have to register at the same base.
It just gives a hard time for people who don't shoot at first sight, because it impossible to share his red list with your mates, and really difficult to tag every "raider" you encounter, you can't identify them, especially when they have numerous alts.
On the other side, "raiders" don't have this kind of problem, they shoot at everybody except their mates.

Towns? Yes. Around towns? Full of PKs especially around VC and Gecko. If you want to safely mine, you have to take 3 blocks to the right if you want to come out alive from the Gecko mine. Then it all depends on your further way. If you have to travel south, then its recomended that you don't go back those 3 blocks to the left, but just keep walking straight.

Looks like it useless, because there's no drawback, so Chem Reliant is useless.
While Chem Resistant makes all drugs working 15 minutes.
Nothing special.

Well I think it'll be like a suggestion, but drugs effects should be reworked for every:
1) No traits.
2) Chem Reliant.
3) Chem Resistant.
And have various effects, so it'll make drugs different for different builds, like Jet on reliant won't decrease ST, but buffout will decrease alot AG, or something.

Just as elsewhere you wrote some nonsense along the same lines, I've read it ... now for the 3rd time. Once as it was posted, once as it was replied to and again as you quoted the reply and I had to see what it was about.
I'm not commenting on it because I have nothing to say about it that would advance the idea, if you choose to interpret that as I don't like it or I like it and have stolen the idea for the future is up to you.
