It's impossible to take it, even on first char level with SG tagged, as you have 50+ in that moment.

Solution - raise requirements from <50% to <75%.

I agree I was making various chars in char_calculator, TB builds, RT builds, repairman variations and none of them could take it xD

good natured is totally reworked and doesnt lower ur skills like in current session thats one of the reason why we cannot take that support perk

Good Natured has no use here, and AG should be 6 or lower.

6 AG is barely enough for Mad Max Wannabe char.

Good point.
Also if you started the game near Vault City, you could get a bit nicer pistol (like Desert Eagle), just because you traveled that far for such a small bonus :)
