help me connect to the sever

If those are OK. Your firewall might block FOnline.

the ip is 100% correct,fallout 2 online already in the exception list,it is not work. :( :( :(

Well, that's probably the reason why you cannot connect. You must update the game, but I think it should give you other error message, if your client is outdated.

Updating might take some time... patience. You could also keep your computer on at night and update the game while you are sleeping, if you think it takes long time.
