You don't have to be "accepted" by anyone, it's not a gang, you simply go to Modoc, get to know people who might be there, don't do shit, defend bluesuits, kill thieves, looters, people who attack others in the town (troublemakers) and that's all. Militia is not involved in any gang wars, town control features or any stuff like that, killing someone just because he/she is in a gang A, B or C is unwelcome... well, at least by me, because nobody really carved the rules in stone.
I'm not sure if the whole idea to recreate something that was completely spontaneous with not so spontaneous means will work. People used to like Modoc because of close respawn. Militia emerged because people liked to hang around there, not the other way around. With random respawns the town itself doesn't really have that much to offer. A town with HQ mine could be better, but towns with HQ mines have TC militia, so it's impossible to be there.
