Water bags. How to fill?

How the hell do you fill them? I've been told to go to a well and I cant get the bag filled. It keep getting "The does nothing".

not a well, its a water pipe that comes out of the ground, i dont remember the name but theres on at NCR Brahmins pen and at Outposts bases

Good that you did, there are more of those pipes in each town by the way and in some bases.
