Is the gathering cooldown values the same for everyone? I remember my friend telling me that he had 30 minutes as his max gathering cooldown, while mine is a mere 21. If it's not the same for everybody, what affects it?

About perks:
Do perks unlock when on drugs or something?

For example:
My char got PE 6, IN 6, AG 6 and i'd like to unlock "Bonus Rate of Fire" ( AG 7 needed )
If i drink a Nuka Cola before level up (+1 AG), will i unlock "Bonus Rate of Fire" and keep it after that ?

I think it's the same for everyone, as it says on wiki.

nope, you're gonna have to take gain agility and only then you'll be able to take BRoF

I have 3 CH so my limit is 1 ok now:

If i catch slave, take her to my tent, order her to stay is my limit again 1 or still 0?
Cause i catch one then ordered to stay and any npc i try to enslave now is not "failed" but "unable to do anything" when i use rope. I tested on raiders, Homesteader, Holy person/Lone Wanderer.

you can only have 1 slave globally if you have 3 charisma, the follower limit is your global followers.

Why not? Farming on tent-robbers sometimes can bring your good items, not all tent-robbers use deteorated suff. Just bring them to your tent, and then after loading screen see his dead body. Of couse after sneaking better don't do that...

What will happen if I get lvl, 23 skill points and I wont use them, then gain next lvl?
Will I have 46 skill points or these from lvl before will gone?
