Yes, you may not spent SPs, and do it whenever you want, it'll stack with level ups.

Did they changed the system of visible area? I am feeling strange, I see about 2x longer inface than back.

Yes, FoV is back again. I didn't test lags at fight or something, but I can feel delay sometimes walking and running at NCR chasing thieves.
