Is the gathering cooldown values the same for everyone? I remember my friend telling me that he had 30 minutes as his max gathering cooldown, while mine is a mere 21. If it's not the same for everybody, what affects it?

About perks:
Do perks unlock when on drugs or something?

For example:
My char got PE 6, IN 6, AG 6 and i'd like to unlock "Bonus Rate of Fire" ( AG 7 needed )
If i drink a Nuka Cola before level up (+1 AG), will i unlock "Bonus Rate of Fire" and keep it after that ?

I think it's the same for everyone, as it says on wiki.

nope, you're gonna have to take gain agility and only then you'll be able to take BRoF

I have 3 CH so my limit is 1 ok now:

If i catch slave, take her to my tent, order her to stay is my limit again 1 or still 0?
Cause i catch one then ordered to stay and any npc i try to enslave now is not "failed" but "unable to do anything" when i use rope. I tested on raiders, Homesteader, Holy person/Lone Wanderer.
