So he is BoS guy? the Brotherhood guards keep saying to talk to Ramirez

Oh, huh. No, he is not connected to BoS, afaik. There must be a Ramirez inside the bunker, but you can't enter it.

Yes you can go in bunker, it was fixed with update, and guards in bunker keep saying speak to Ramirez but can't find this npc anywhere inside.
