Banks are local. You can't transfer money from your bank account in city A to your bank account in city B. If you send money to some account, most likely someone else got it now.

moronic question from my end, but does Healing Powder still have the -1 to perception, since in the wiki it says otherwise, and the server is down, so I can't do shit to try it out...

Pandemon:
Weak healing powder does -1 to perception for one hour (fallout time).
I haven't any minuses when used normal healing powder but I can't exclude that it make something too.
