As far as i remember you should repair generator first. On the first floor as in F2 to use lift.
And if you ask me how much skill it requires...ehm i saw somewhere at forum about 150+

Hi everybody. Did someone buy new base for 50 k? I searched all Redding for NPC who should sell it, but find 30 or 70 k only. Has someone any clue about it?
