"Oh noez, there is nothing to do, I gotta bomb the npc to farm them for phat lewt like a 4 year old!11".
If there is nothing to do, create your own content.

Right I'm going to make a game myself because the devs have yet to develop npc factions which I have no use for anyways. I'm not saying farming enclave with dynamite isn't an exploit, I'm just saying its the only long term advantage NPC factions have.

I didn't talk about making an own game.

Hmmm, the rep loss for killing a faction member makes it more likely that the faction will attack that person in random encs.
(Antipathy or worse they attack.)
This only matters if they pass through faction area, where thos encs occur.
Perhaps have a "Posse Check" on people who attack faction members. Until the rep with that faction drops below Antipathy, there is a 1% chance per encounter plus 1% per 50 of negative rep with that faction, that any other encounter anywhere on the World Map is converted to an encounter with that faction.
Antipathy seems to be -300+, right? So -400 rep = 3% of an enc being transformed to a faction one.
This is reasonable.
Oh, this would only work for player killing, not for joining a faction. (Otherwise the massive rep swing would make joining an NPC faction suicidal.)
Oh wait, I just finished typing and I can think of ways this would be sploited.
oh man
