I was told by some bloke the other day (ingame, if someone's wondering), that barter doesn't give you any price reduction when buying and vice versa when selling. That it only gives you more time to complete your bartering with vendors. I've been too lazy to try that out but it got me wondering...is it true? Because if it is, that is seriously uncool and I'd love to her some reasoning about why another skill was made next to useless.

It should affect prices of items, if vendor don't like these items, like if you want to sell an armor to pure-gun-seller or gun to doc. They won't give you much caps (1-10-15) for that if you have relly low barter.
While items if right vendors have fixed prices.

Certain shops have different things available. For example, Sha Enin in NCR deals in Melee weapons as one of his types of buy-able items.

This means that you will always be able to sell a Sharpened Spear to Sha Enin for 90 caps.

On the other hand, Dr. Jubilee in NCR only deals with Medical Supplies. That means that if you have high Barter, you will be able to get a higher price, and if low barter, a lower price than 90 caps.

It's mostly to prevent Barter alts.
