As i understood it means:
You have 10 EN and you're totally unaffected by knock downs anymore in your life.
And if you failed knock out self throw roll, then you making another roll, and with 10 EN, it's 50% that knock out won't affect you.

Then it's broken. I still get knocked out and knocked down.

Works great for me, I don't have to worry about getting chain stunned by ai anymore. Doesn't affect grenade knockdown effects because thats more of an animation issue.

Yes. I still get KO'd by sniper headshots, and I've been knocked down at least once. It's only aggrevated becauese I've died as a direct result multiple times.

Probably 95% is max, may be it simply gives formula EN/10% to avoid knock down, but max is 95%, so this 1 knock down is these 5%.
KO is ok, because it's only 50% with 10 EN, so they will happen, but x2 times less often.
