Encounter system ideas

First of all, i think the spawning places are flawed. I mean, if you walk though wasteland you should be able to see a group of 6 people in metal armors kilometer away (especially if your PE is more then 5). Meaning, you would not walk all the way and stop 2 hexes from them saying "Ops, there are people here i think". Personally, i think it would be a lot better if players entering a player encounter started at resonable distance, distance of their field of view(front all sides) towards players allready in encounter + few hexes.

Why not setting a specific or at least a 95% chance of encountering lower level encounters like rats, pigrats, scorpions, ants, dogs. So, if you set for exemple:
You have 95% chance to win the roll and be able to choose between engaging or ignoring an encounter for Rats with outdoor 75%+
You have 95% chance to win the roll and be able to choose between engaging or ignoring an encounter for PigRats with outdoor 85%+
And so on...

Also,

Well, there are a lot players that set up traps around NCR, with current spawning system its more like a game abuse then anything else. So, why dont give players an ability to make traps and so make it more control-able by the devs. Maybe the trap skill would become of use aswell. So here is my idea about it. A group of players, the highest one sets up a trap encounter, then they place themselves out (in trap encounter players entering encounter would spawn in the middle) and wait. A player should have ability to see the trap with enough trap skill and outdoorsman skill(outdoorsman skill maybe less important in this case but still should help a bit i thin, maybe outdoorsman skill /3 + trap skill), when he sees the trap, a build-on idea could be for him to see enemies placement and ablity to choose his spawn (not sure how much this is possible though) and suprise the trap makers.

Well, some ideas anyways  8)

I think you should only be able to randomly encounter other players who are within, say, 3-5 levels of each other. Or, in the case of a group, within 3-5 levels of the leader. Or the average character level.

Yeah, it's "carebear", but hey, I'm keeping things challenging for both players. Not my problem if you only want to shoot fish in barrels.

However to say what I want to say on the topic, to me the main thing that should be changed is a distance of placing in encounter, current situation is just strange-> you always end up face to face with enemies, which makes fighting a little problematic.

well i think you should spawn a distance away from your mates so you all dont get 1hit killed by rockets
