caravan lifting in VC

why? becoze you got some way to make caps for trains in NCR,SanFran and Boneyard

why not in VC?+ that is the place where the quest for the trainstations is

Hmm, you're right. There is a box-lifting quest in every Train station (or city near the train station, Boneyard, NCR, SF) except Vault City's.

It would be in the courtyard section along with all the outsiders, so it would still work.

Indeed VC is the only starting city without a box-lifting quest in the city or in close proximity to it (nearest for them is in BH), atleast this way it would help in getting a few caps.
