Simple suggestion: Ban racists.

In most cases racist are just morons who failed in real life and now have to compensate it in a game by trolling and calling other people names. And give stupid excuses. Why don't you people just stop caring about nationality of players? Seriously, WHY do you a give a **** where some player was born?

You talk about players, not about their characters. It's not roleplaying but a lack of manners. How things like "I rape your mama you stupid polacke" adds to the wasteland feel? It destroys the feel completely. I wish there was more in-game wasteland "racism" - roleplaying hatred of ghouls, mutants, tribals, "people from south", anything that fits with Fallout storyline. But what you talk about is not California wasteland language, it's some social ghetto language from real XX/XXI century. So keep this talk for primitives from your real life neighborhood, don't bring it here because you don't add anything to the game that would have any meaningful value.

Are curse words hostile language? And to what degree? Should I call a GM if someone says "fuck you"?

If somebody tells me "that was so gay" does it fall under any of the above categories since it is used in an offensive way towards an act that the offender finds to resemble the behaviour of a homosexual?
Is "stupid idiot" a hostile remark?
How about if they use a foreign language which I dont understand but suspect they are being aggressively hostile? Shall I report them then?
Lastly, if you dont accept "our word" would a post with screenshots work? Or the only way to get an offender is if you happen to catch him on the act?

If someone never roleplayed, always talk in game out of character about people from real life, stats, game mechanics etc. who do you think does he calls a "retard", "fag" etc? Yes it is hostile speech directed towards other players and has nothing to do with so called wasteland feel.

I've read all of your post carefully and I didn't understand your motivation, although I have some variants:
1) You're just one of those idiots that like opposing the society and social norms cause you like drawing attention this way (which you most likely lack in RL)
2) You're ignorant to other people and have zero history knowledge.
3) You're just bored and want to see how many posts you need to get a +% speech.
