Simple suggestion: Ban racists.

The problem is that the "in-game punishment" one player (or a gang) can do is almost ridiculous.

One great thing about MMO gaming is that you can actually vent your frustration on people. For example in a guarded town if someone is getting on your nerves, stash all your stuff and run up and kick them in the groin. If you are lucky the guards will accidentally burst them to death and they will loose their stuff.

From my point of view, I dont see any racism, just swearing to some specific player or group of players, because it is simply easier to tell "fuckin russian" than "fuckin boy in bluesuit with nickname written in cyrilic"... just stop this madness, dont try to be übercorrect, you will just ruin this game with some friggin censoring...
