I noticed that shoveling shit in towns works for some time, then it's not working, then it works again and so. I feel a little shamed while I'm getting advice to new players to do some shoveling for caps and exp, and then they say "dude, it's not working!" and something about my mother and some dog.
So my idea is to make shoveling "quest" available up to, say, 10 level of player. Like quest from F1, the one with .223 Pistol as a reward, but "reversed" - you dont get shovel after achieving some level.
