Some thieves like to camp there as it's a small room and easy to block.
Especially if 2 thieves are working together.

If thief fails guards won't shoot him anyway. That's your job.

I don't think thieves are what he is talking about... more like, people with guns camping the inside of the Vault, or something like that.
