As you know, Navarro is a pretty isolated place, with a very bad reputation. Except its brilliant teachers providing Energy and Armor knowledge to the Wastelanders a great amount of Enclave graduates. Missing graduates.

To limit the amount of desertions, the Enclave decided to grant full trading rights to certain persons within the base perimeter for Enclave members and Lt. Chris Christopherson with the mutated mainland population, called MMP further.

The objective for trading is not only to supply our brave Enclave soldiers with luxury goods, like booze, smokes and non-canned, non-dry-ration food, but also to take out the intact advanced weaponry from the MMP by barter them for good amount of bottle caps and/or War Bonds.

Furthermore, Sgt. Granite is hereby allowed to instruct recruits in handling of energy weaponry.
