How is this sniper build

Ok, this is one of my first accounts and I don't want to stuff it up and waste alot of time on it to realise I screwed it up.
 I want a sniper build for PVE and some PVP.

Traits
Small frame and Finesse.
Not sure on what perks though.

Good, but maybe change 1 PE to AG.
Normally Snipers got 10 LK (like someone told before..)

not normally, always, the 10 luck gives you +60% crit chance on the eyes, and +40% on the head, +20% on the limbs, not sure what it does on groin +20 or +40%...

The AG 6 includes the point from Small frame.

Pick either 6 or 10 luck, not 8, 6 for perks, 10 for max. crit. chance.
That gives some options:
- move 2 LK points to PE.
- move 2 CH points to LK
6 IN should be enough for a good build.
So if you move 2 CH points to LK, you can move 1 IN to PE.

Finesse is good for crippling, not for damage so it's rather useless for PvP although you might disarm opponents.
Take Good natured instead, especially if you're going to tag FA.

Suggestion for tagged skills: SG, FA, Outdoorsman
Get SG to 220, doctor to 100, FA to roughly 120, Outdoorsman to roughly 140.

Perks:
3. Awareness
6. More critical
9. More critical/Better critical
12. Lifegiver
15. More critical/Better critical
18. Sharpshooter
21. Bonus Ranged Damage/Bonus Rate of Fire/Living Anatomy/Action Boy/Strong back or Pack rat/Survivalist/Medic
If you don't find awareness important, get Strong Back and take Survivalist at a later level if you want Outdoorsman to be high.

Play around with the FCP to see what it turns into.

He says it's his first account, don't make him create a powerbuild already, 3 CH will probably be good for him, he could do some trading, talking with NPCs, also 2 people in his team etc.
8 Luck is decent, it's reccomended to get 10 though. You could get SPECIALs away from IN. But if you wanted 6 IN for some skill points, you could remove 1 point from PE and use a cig for fighintg - it's cheap, easy to get and lasts 30 minutes :) That gives you -1 CH, but you will use cigs for PvP, not for bartering.
