Why not just make skill cap on 200%, more penalty for aimed shots, like -120% for eyes, -100 for head, etc. and make 2 ranks of Dodger perk, and even nerf -AC for .223 ammo a bit.
Armors will be useful against crits, because of AC, people will miss at long distance more.
10 PE + Sharpshooter = 9x16=144;
~30 range between target and shooter = 30x4=120;
200% SG/EW skill = 144-120+200=224% base to hit;
-120% for eyes = 104% to hit;
10 AG + x2 Dodger perks + Metal Armor mk2 = 10+10+15=35 AC or 40 AC for LAmk2/CAmk2;
104-35=69% to hit, or 64% for LAmk2.
Without dodger perks it's 79% and 74%.
With current -20 to AC for .223 ammo it's 99%->95% and 94% to hit
On ~40 range it's another -60% to hit making hiting to eyes almost impossible.
For head it's +20% difference, combined with -20 from .223 ammo and if target doesn't have dodger perks making head shots on ~40 range 144-160+200-100=84% to hit, with x2 dodger perks 74%.

Jescri:
Now a team has all the cities ... without fight milicia.
They'll buy milicia in each town.
They'll loot a lot of items and caps in each cities while the other team have difficulties to have caps.
The other team can't fight milicia without good stuff and high level power builds. But without the stuff, these teams must to Exp and craft for a long time.
During this long time, the towns are under the control of the same time who progress speedy.

TC and milicia are killing the Post-Wipe period, you know when there is team fighting in Towns with low-stuff to win a leather jacket ... in one day we have level 21 builds -_-


I think that it would be nice that nobody can't take towns the week next the wipe, or they could fight a full milicia to take town.
But now it's done, one team is growing up very speed, and the other more slowly, and in 1 or 2 weeks that will be as the pre-wipe period -> Power Builds fighting for TC.

But I agree that "neutral" towns at the beginning should be guarded by militia so any faction would be able to take a town so fast.

man.. there should be no milita at all,
or just their number should growing after everyhour of control

btw. we took that cities by 4th level charcters
