Death should have a effect on your gameplay- and how to improve it

Seriously dying should have consiquences.. give chars a ammount of lives for a weak eg 10 which regenerates 1 or 2 lives a weak... it is redicolous that there are lvl 18 players with top equipment. Also being hated should have consiquences of being at risk dieng more often
Pkers should live in risk of being killed so rage of faction members of the killed one... to neutralize a thread for example a week or just 2 days.. it is so annoying that people tend to play the game like they are unbreakable or immortla..

okay my idea is really simple : 7 lives for 7 times dying in a weak.. if you die you lose one and got 6 left it does not matter if you use up all your 7 lives in a day or not even within a weak.
IF you dont have any life left.. you are dead for the end of the weak and need to play with alternative char.
After a weak you gain 5 lifes for the next weak.. you can have at most 7 lifes..
Getting killed by PVE costs you 0,5 lives.. to make the life easier for noobs
this would lead to a game where naked mining at risky positions is not an issue anymore or just for the desprate and dying would have drawbacks.. players who try to be in the spotlight because of killing players maybe they get hunted down aswell...

This is stupid and easy to exploit.
Most probably random respawn would be no more, so your enemies would kill you, go check the tiles around the probable respawn point and if you have low outdoors, it is quite possible they catch you in some encounter, killing you again...
Better suggestions are those that you should have to do some boring task after you die...
