Its basically mining, you got two types of resources, each its own purpose, so why are slaves unable to harvest fiber and plants just like mining?

Bases specifically but encounters would be nice too. Also in towns, such as Klamath and Modoc.

Allow slaves to infinitely gather for you without risk is not so good, even if the idea is great. What about making them able to do it, but only in towns, to keep some risks?
