Why NCR shouldn't be a guarded city

NCR hates slavers even thought they let them be right in front of the gates. Why would they care about some random gunshots outside of the actual city?

I think it was later than that really, remember when the devs and GMs got so pissed off with pepole that they decided to simply remove all guards and see what happened?

Hah, the unguarded NCR version - noobs can't get in, hell lot of a campers and PKs, All traders are dead, The inner part of city half-dead. It was lame.

It was fun, it's like quake arena, but with witnesses standing at bazaar.
Lots unknown people who don't shoot each other even if they don't know each other, because they know that one gang can come and kill them all, so it's useless to shoot at random people if you're not part of that gang who going to kill all.
You'll never see so much alive people at any other unguarded town, and you'll never see someone who you don't know don't shoot at you only because place isn't guarded.
So it was some kind fun, but unfortunately in few days there will be no more bluesuiters and it'll be simply dead place, probably.
Also inner city was really cool, exclude one thing... if you shoot at city-raider gang from there, guards backstab you ^_^ because guards didn't saw attackers shooting someone, so they still protected, so you have to wait till attacker shoot you/cop 1st, and only then help cops to shoot attackers.
Irony that at unguarded NCR I was dying more from guards who were running out from inner city than from players, or from players, but I was running away from guards at that time.

Why would they care...

I guess no civilized city would like heavy gunfire from complete strangers in front of its gates furthermore if that is the place of trade.
And those guys in combat armours are not police (blue uniforms) or rangers (brown CA), they are just caravan gurards.

God that was the funnest day ever, I was anti pk back then, I would bring in a bunch of mercs and me and a few other people would try to rally a defence force for the next attacks.  God damn I wish I there weren't gaurds in bazaar, I would prefer if sha enin and buster be inner city and be done  :D.

I say, move the vendors into the inner city, and make a backdoor and extra entrance/exit grid. the Bazaar could be a makeshift PvP arena, sort of...

There's a gap between slavery and outright murder. Besides who knows the reasons why that slave pen is allowed to exist? Maybe they didn't destroy it before chosen one because of bureucratic mess. Or they didn't want to start a huge firefight so close to their town, or they hadn't came up with a good plan to save the slaves without killing them in crossfire.

This would make ncr sort of unsafe mine. The concept that you'd have to pass one full area of unsafe zone to reach some safe fortress with good npc services is new and fascinating but it doesn't suit ncr.
