Interest rate at FLC?

I read on wiki, that interest rate is set to 0% currently, but I met some players, claiming, that interests are working... can anyone verify if it is really true or not?

I had 2% interest rate on account. I can only assume that it was because I was holding ~10k caps in bank for very long time.

Parowooz:
Wiki says that interest rate is 0%, but when you ask in the NCR bank, npc will tell you it's 2%.

Pozzo:
I guess interest rates don't work because we have 100k caps in bank for a long time and it doesn't increase.

Twiddler:
When does the bank (or when is it supposed to) pay out the interest...month in-game, year in-game?
