can anyone tell me where I can fill up a water bag?

Water pumps.
They are commonly found in towns and faction bases.

I went to junk town mine, tried to use the bag on the pump both from in my inventory (knife on fiber) and by equipming the bag and using it on the pump. niether of these got me any water.
are there only certain pumps that yield water or am i somehow going about this the wrong way?
