The best is Combat Leather Jacket. Why? Because you look cool in it and you still get a pretty decent protection for an low tier armour

Have you seen the cost of making Tesla Armor, to the crafter it is not worth it unless there is someone else helping him gather all those resources.

Metal armor. Looks bad ass (seriously who doesn't like looking like the "other guys" in mad max) and is technically easier to get then even the leather armors IMO, it just takes a bit of cleverness and timing to not hit the wrong mine at the wrong time and get killed for the resaurces you just mined up on your way out the door. Comparably the leather armor variants, all of them, require a lot more luck - you need to find brahmin hide by either trading for it or killing brahmin oviously, similarly the gecko hide, and lastly the fibers which for whatever reason I have terrible luck getting heh - I either never see it at all or see it ALL THE TIME but for whatever reason don't have a knife on me at the time heh.
So yeah metal armor - rugged, reliable and readily available with only a little danger involved in gettign the things required to make it. Lastly it's readily upgradable as well to it's superior MK II variant. It's definitely the best all around armor as a result in my books anyway.
Best armor period would probably go to combat armor in non-doping characters or Tesla in doping builds with the right drugs naturally. Both those armors are a lot more difficult to acquire though as well.
