Chis in Navarro wont give me the quest to join.

Hey guys, if anyone can help me with this i will be very greatful.

The thing is, ive got this armorer and i want him to get his lvl 3 skill at the enclave (its cheaper than BoS i think)

Hes got 10 int and 4 cha

When i talk to chris i can select 2 options.
a) What is this place?
b) Just looking around.

If i choose option a) i can say 2 things again
a) Is this Navarro?
b) Ive got to go.

If i ask him if this is Navarro he will tell me this is private property and i should snoop around somewhere else to which i can say one of two things.
a)stfU (basicly)
b) Yeah, right.

a) will get me killed b) will just close dialogue ... if i begin by choosing option b) in the 1st dialogue i will get the same two choices.

Like i mentioned before i've got 10 int 4 cha, what am i doing wrong?

I have 60 MFC and 50 SEC in my inventory.

Are you in a faction? Player faction or NPC-Controlled faction (like Brotherhood,  Raiders, Vault City) ?
