I have idea. Maybe you can do small villages between towns? Gangs will have territories with militia, they can control villages and towns for longer time. If someone from enemy gang try to move from their faction town to enemy town he can spotted a random encounters with militia (even very good NPS's).

devs are already working on some new system of pvp..

 Problem is, that the concrete form of their idea is hidden for us (dont know why), so when they will integrate this new content, we could hope that this the result will meet our (pvp players) and devs expectations:

 - small gangs could fight with big ones (i hope that solution is not that 5 x 5 players and another 10 are waiting because of "balance"
 - more fight than waiting
 - towns will not be empty .. this is very unclear: they will add new PvP locations outside cities with hope that combat will move into those places. If they will move multi PvP outside the cites, who the hell will be there?: lonely PK and PK groups.. and they are reason why there is not life in cities (and no content, of course)
 - more guns in pvp..
 - integration of all kind of roleplayes (pk, multi PvP), instead of separation

and many more.

 But as i know their strategy, they will implement some feature and then they will be very surprise, why everyone is not aplauding. But i hope i am wrong.

I think I'd rather have gangs pvp to be territory based not town based. Like you can conquer every tile on the world map, when you hoover over the tile it says "26:13 belongs to Red Dogs" or sth like that. You can put a control point or a flag pole, some little house or something to indicate it's gangs territory and make gangs fight over it.
