So, we can't buy anything in game with real money due to law issues.

How about this one, dear devs and players:

We pay up for goodies with fan-made content, like frame art, critters, 3D models or sprites.


You want a new car? Model, render and make a frame of it. Get one free in game.
You want some spare caps from GM's? Draw some rocks or a short set of frames. (not complete animations)
A new location? Map a good one and get it in-game!

The tutorials how to do it are on NMA, grab them, make a agreement with a developer, what you want to do and start creating.

Well it's easy... All your ideas need work from devs. There are also a few problems. If I draw a beautiful car, I can have it in-game ? Even if it doesn't fit the game ? What if it's even an ugly one ? You also know the maps policy - no empty locations will be added. And aren't all players equal ? I don't want to replace free by Pay-To-Play or Draw-To-Play, it's like in other free games where you can buy items... Here, the few chosen ones won't be the ones wit money, but with drawing skills. It's same system.

What I always hated in free games is that some players could have items that you could never have, just because they were able to pay or something.

But anyway my first argument is enough :p It requires devs' work.
