Nyan:
Gambling minigames in casinos and bars using gamble and luck combination. Many different games sometimes you win some caps and in some cases - casinos - you earn those casino token things which you can exchange for prizes later (like ladies). There is no cooldown but games take some time and just start every few minutes which is announced by someone operating the table. Bars and casinos will be full of people again! There will be some actual fun other than grinding (which isn't fun at all) and killing (which is only fun for immature people who didn't get 50cent Bulletproof for christmas). Won games would grant the player more exp point than those lost - you always learn something. Cheating with items like own dices crads would be able using lets say steal skill - another use for it. Just think of the possibilities.

However if chance to play was fixed and was 49% to win and 51% for casino, the gambling could be used as the unlocking skill, so like


slot machine - 40% gambling
roulette (the table) - 60% gambling

I'm not sure about 'casinos' part - all of them are in unguarded/town cleaning cities, and everyone knows how they looks ATM. As protecting casino customers in New Reno should work, it will be total fail if added to Redding :)

You can keep chance on specific level, but as long as we don't have 50 different games, it will change nothing - nobody will add points to gambling. And making success/fail totally random doesn't help too.

There's casino in Junktown.

Gambling have many variations and probably good future, but seems, right now most of the players are still interested in pvp.
