Only base stats affect Perks you get, so if you normally have 7+ AG (without drugs), you should still be able to get the Perk.

i was timed-out in a barter window. now i can't trade with any NPC. i tried re-logging, leaving town and it didn't work.
is it a bug?

Click out of client entirely and restart it.
