There were no rules, whether you have to spend 40 SP like in F or just use the F scale. So as I chose the first option I had to allocate them somewhere.

I was just a bit amused as - as long as we take the actual Fallout SPECIAL system to derive stats - many people with 10 INT for example posted. 10 INT is the real life pendant to be Einstein, it's exceptional genius. Peoples real life stats should rather dwell from the 1-5, only in exceptional case above 7.
