Timing restrictions fail, not this suggestion.

Imho timing restriction should get activated only when the barter is busy and more people want to talk to him. So lets say that I'm at barter with another guys. We are only 3 = we can trade with NPC forever. But when more people come and barter is no longer able to talk to them, people who are already trading with him, will get 15 + (barter skill*0.15) seconds to finish their trading, otherwise it will get canceled.

Stupid timing restrictions are gone when the NPC is talking up to 3 people but when the 4th come, those with small barter will be "kicked out of shop" in 20-30 sec in average. Annoying feature is in 90% gone and it also makes sense.

That does not solve the problem. Timing is everywhere not only with barter NPCs and its the problem here. Its done so people would not block each other but most of the times there is only you at the barter and that means timing restriction is just bugging you while you try to scroll through endless sea of items that you don't need. And when you find something useful, its either high deto or too expensive. And having time limit with every NPC even quest guys is nothing but annoying and serves no good. The only place where it works as it was designed are first 2 traders at NCR. Every other NPC you stumble across is pretty much "queue" free and you are alone there. So this feature should change or completely disappear and trigger only when its really needed.
