As a side note, I never found the cults in Fallout that interesting. The Master and his goons were good, but that was it for me. I put the rest in the same category as the BoS, the Enclave, and to a certain degree Super Mutants. I'm more interested in the life of your average wasteland scumbag than the MYSTERIOUS HIGH-TECH SUPER POWERFUL FACTION OF THE WASTES.

Fully agreed. To a certain point the quote in my signature also aims to this.
That's why I like the earlier quests in Fallout 2 really much (Klamath, Den, Modoc(!)) and find the rest pretty shitty when it comes to huge, well developed cities and high tech thingies etc.

I like the idea of controlled areas.
Im thinking of reputation related travel advantages/disadv  in NPC-faction controlled areas.
Eg mored Patrol encounters and/or decreased travel speed with bad rep.

I dont like that Idea, like imagine the whole wasteland controled by someone? That would ruin everything...

there is always gonna be gang warfare, eventually all the gangs will team up against the dictator of the world because of the lack of their own influence.
